Capital Power is proposing to build the Halkirk 2 Wind Project (the Project). The approximate 148 megawatt (MW) proposed Project will be located north of Capital Power's existing Halkirk Wind Facility in the County of Paintearth, Alberta.
The Battle River borders the proposed Project area on the north and Paintearth Creek borders the Project area on the south. Highways 855 and 861 also border the Project area on the west and east respectively. The Project area was selected due to its attractive wind resource.
Capital Power applied to the Alberta Utilities Commission (AUC) for approval to construct and operate the Project and substation pursuant to Sections 11 and 14 (respectively) of the Hydro and Electric Energy Act (HEEA: RSA 2000, c. H-16). The applications (provided below) were prepared in accordance with AUC Rule 007: Applications for Power Plants, Substations, Transmission Lines, Industrial System Designations and Hydro Developments (2016).
On April 11, 2018, the AUC released its decision on the Project. The commission found that approval of the project is in the public interest, in accordance with Section 17 of the AUC Act.
While the Project has received regulatory approval, to proceed it still requires a long-term contract for the facility’s generation output under the Alberta Electricity System Operator’s (AESO) Renewable Electricity Program (REP). The Project is anticipated to achieve an in-service date in Q4 2019; however, this date is subject to change depending on considerations including market conditions and government regulations.
