Capital Power is proposing to construct the Brule Battery Energy Storage System (BESS) Project in Kingston, ON.
The proposed Brule BESS Project will increase Ontario’s electricity storage capacity, support grid reliability, and help advance Ontario’s path to a low-carbon energy future. BESS facilities store surplus power in periods of low demand, during off-peak hours. The stored power is discharged to the grid when demand is high during peak hours or when generation from other resources is low, helping maintain grid stability.
Project Details
Once complete, the Brule BESS Project will be able to store and discharge up to 200* megawatts (MW) of electrical energy for up to eight hours to Ontario’s electricity grid. In December 2025, the City of Kingston provided a Municipal Support Resolution Confirmation Letter in support of the proposed Brule BESS Project. Shortly thereafter, Capital Power acquired full ownership of the Brule BESS Project and submitted a bid for the proposed Brule BESS Project to Ontario’s Independent Electricity System Operator (IESO).
Location
The proposed Brule BESS Project would be located on lands bordering Brule Road and adjacent to Highway 401, near the City of Kingston’s western boundary.

Supporting Ontario’s Grid
The IESO has identified a significant need for new power supply in the province and recent forecasts show that electricity demand will increase by 65 per cent by 2050 because of new industrial facilities, proposed data centres, and further electrification of homes and industry. To help meet this demand, the IESO is moving forward with the Long-Term 2 Request for Proposal (LT2 RFP) which aims to secure 2,500 to 3,000 MW of new electricity resources including the procurement of around 500-1,000 MW of capacity such as BESS projects to be in-service by 2030.
Capital Power’s BESS Experience
Capital Power currently operates BESS facilities located adjacent to our York Energy Centre in the Township of King and our Goreway Power Station in the City of Brampton, with each system being capable of producing 120 MW and 50 MW of output per hour, respectively.
