Capital Power is exploring a potential wind power project about ten kilometres northeast of Tumbler Ridge, British Columbia. The 142.2 megawatt Quality Wind Project (QWP) has been bid into BC Hydro’s Clean Power Call and is now well advanced in the province’s environmental assessment process.
Project Facts
- Installed capacity is expected to be 142.2 MW from 79 turbines.
- The project site has been heavily impacted by oil/gas activity, forestry operations and a large forest fire that occurred in 2006. The anticipated project footprint is 255 hectares. The area of disturbance from previous activities, includes:
- Existing roads and hard surfaces, including sites for gas wells – 22.7 ha
- The Hourglass fire area – 92.3 ha
- Cutblocks outside the burn area – 37.3 ha
- The Project will be visible from some areas, such as along Highway 52, but not from the Tumbler Ridge town site.
- Each tower would be between 80 m and 100 m high (from base to centre of hub)
Environmental Assessment
The QWP is being reviewed under British Columbia’s Environmental Assessment Act. An Application for an Environmental Assessment Certificate has now been filed with the BC Environmental Assessment Office (EAO). Information on the project, including the Application, can be viewed on the EAO website at: www.eao.gov.bc.ca.
A formal 180 day review process has commenced to examine the project’s potential impacts, including biophysical, social, economic, heritage and health components. The opportunity for public input commenced on June 17, 2009 with the start of a 30-day public comment period. Open houses were held in Tumbler Ridge (June 24) and Dawson Creek (June 25).
Construction of the QWP will be subject to successful participation in the competitive bid process anticipated by BC Hydro, regulatory approvals, and successful negotiation of a power purchase agreement with BC Hydro.

- Meet all regulatory requirements.
- Align the Project with local interests and values and broader provincial goals.
